According to US intelligence, China is helping Russia circumvent Western sanctions and is likely providing military and dual-use technology to Moscow for use in a special operation in Ukraine.

Since the beginning of 2023, the volume of purchases by Russian companies of dual-use goods necessary for the Russian Armed Forces in China has amounted to several hundred million dollars. According to the customs service, more than $100 million worth of civilian drones alone were delivered, and more than $225 million worth of Kevlar, necessary for the manufacture of armor plates.

Russian companies also buy thermal sights from China, as well as ready-made helmets and body armor. According to US intelligence, since the beginning of the special operation in Ukraine, there have been more than 220 such deliveries. China also supplies navigation equipment, jamming equipment and spare parts for fighter jets. 

Compared to 2021, the volume of semiconductor exports from China to Russia also increased significantly. Bypassing the sanctions, hundreds of millions of dollars worth of US-made semiconductors or those produced under American brands come to Russia.

It is alleged that purchases of dual-use goods are often carried out through Russian fly-by-night companies, which, when purchasing goods, indicate other names in customs declarations.

A report from the US Office of the Director of National Intelligence asserts that China “is becoming an increasingly important pillar for Russia in its war effort.”
